Tulare County, CA (November 17, 2025) – A young mother from Tulare County has died after a devastating collision caused by a suspected 19-year-old unlicensed driver.
Accident Details: The fatal crash occurred on Monday when a 19-year-old unlicensed driver behind the wheel of a BMW suddenly veered into the left lane for reasons still under investigation. The BMW collided with the driver’s side of a Jeep, forcing the Jeep off the roadway.
The BMW came to rest in the roadway, and the teen driver managed to escape before the sedan became fully engulfed in flames. The teen was transported to a hospital and is recovering.
Jessica Velazquez and her 2-year-old daughter were both in the Jeep. Jessica died at the hospital shortly after midnight despite emergency efforts, while her daughter survived with minor injuries.
Investigation: The California Highway Patrol has stated that this will be an extensive, weeks-long investigation due to the severity and complexity of the crash. Investigators will examine:
