SAN DIEGO, CA (November 11, 2025) — A 59-year-old woman known as a maternal figure in Ocean Beach’s homeless community died Tuesday after a hit-and-run driver struck her while she sat on a sidewalk. The victim was identified as Tracy Condon.
Accident Details: San Diego police reported that the crash occurred before 5 p.m. Tuesday at Santa Monica Avenue near Sunset Cliffs Boulevard. Condon was sitting on the curb when a Toyota Tundra pickup truck hit her.
According to investigators, the truck accelerated forward trying to leave the scene before the driver abandoned the vehicle and ran off on foot. Police arrested 24-year-old Evan Anderson after he later returned to the scene. He was arrested on suspicion of felony hit and run. Condon was transported to a hospital, where she died from her injuries.
Condon’s daughter, Jax, who asked to be identified only by her first name, said her mother was a funny, loving woman who had lost her way. Advocates say Condon volunteered at homeless shelters two decades ago but lost her job and fell on hard times, eventually ending up on the streets where she became a beloved figure in the Ocean Beach community.
“Go check on this person … check on everybody, makes sure they have a blanket,” Jax said, describing how her mother cared for others. “She put light into people’s hearts.”
Investigation: San Diego police arrested Anderson after he returned to the scene following the crash. He faces felony hit-and-run charges and is scheduled to be arraigned November 13.
Jax said she is struggling to understand how someone could hit her mother in broad daylight and leave. She expressed a desire to speak with Anderson to get answers about what happened. “I want to look at person in his eyes. That was straight evil. The devil took my mom,” Jax said.
A community vigil is planned for Wednesday at 5 p.m. at the Ocean Beach Veteran’s Plaza to honor Condon’s memory.
Legal Considerations: Fleeing the scene after striking a pedestrian constitutes a felony under California law. When a driver abandons their vehicle and runs from the scene, it demonstrates consciousness of guilt and can result in enhanced penalties beyond the underlying hit-and-run charge.
