Tina Smith Killed in DUI Hit-and-Run in National City 

National City, CA (March 8, 2025) – A tragic DUI hit-and-run claimed the life of 54-year-old Tina Smith, a mother of five, after she was struck by a vehicle.

Accident Details: According to prosecutors, 27-year-old Jamal Lee was allegedly driving at a high rate of speed on Plaza Boulevard when he struck Smith as she was crossing the street. Lee did not stop and continued driving to his apartment a few blocks away, parked his car, and went inside to sleep.

A witness who saw Lee recklessly driving followed him and took photos of the damage to his car before returning to the accident scene. The witness provided National City police with Lee’s address and the photos, which led to Lee’s arrest. Investigators later determined that Lee’s blood-alcohol level was 0.186—more than twice the legal limit. Lee is now facing murder, hit-and-run, and DUI charges and is being held without bail.

Investigation and Legal Considerations: Authorities will review surveillance footage, witness statements, vehicle damage, and toxicology reports. The good Samaritan who followed Lee home and documented his car will likely play a key role in the case. Investigators will look at the following factors.

Speeding and Leaving the Scene: Speeding reduces a driver’s ability to react in time to avoid a collision, especially in areas with pedestrians. Authorities will assess how fast Lee was traveling and whether excessive speed contributed to the severity of the crash. Leaving the accident scene without rendering aid also violates California law.  

Driving Under the Influence: Intoxication impairs judgment, reaction time, and coordination, increasing the risk of fatal accidents. With a BAC of 0.186—more than twice the legal limit—investigators will examine the effect impairment had on his driving.

Depending on the investigation’s results, Smith’s loved ones may be able to file a wrongful death claim.
