Three-Vehicle Crash Claims the Life of Ruth Kibbee

Tehama County, CA (October 15, 2024) – On October 15, 2024, a tragic three-vehicle collision occurred on Highway 99E near Vina, taking the life of 22-year-old Ruth Kibbee of Chico. 

Accident Details: According to the California Highway Patrol (CHP), the accident unfolded around 1:48 p.m. when Andre Tucker, 43, also of Chico, was driving a 1997 Ford Expedition southbound at a high speed. Tucker allegedly lost control of his vehicle, crossing into the northbound lanes, where he struck two vehicles. The first vehicle, a 2015 Honda Accord driven by 56-year-old Mima Rodriguez of Gerber, was side-swiped, resulting in minor injuries. The second vehicle, a 2012 Toyota Prius driven by Kibbee, was hit head-on. Despite wearing her seatbelt, Kibbee was pronounced dead at the scene.

Both Tucker and Rodriguez were taken to Enloe Medical Center in Chico, where they were treated for minor injuries. Tucker was subsequently arrested on suspicion of felony gross vehicular manslaughter while intoxicated and driving under the influence of drugs or alcohol. He was booked into the Tehama County Jail with bail set at $300,000. The CHP believes that alcohol or drugs are factors in this fatal crash, which remains under investigation.

Legal Considerations: As a personal injury attorney, I find that several aspects of this case warrant further examination. Impairment is a serious offense that puts other drivers and pedestrians at risk. If confirmed, Tucker can face both criminal and civil consequences.

Civil Claims: In addition to the criminal charges, Kibbee’s family may be able to pursue a wrongful death claim against him.
