Jared Jon Harper, 47, Killed After Being Struck by Two Vehicles in Bakersfield

Bakersfield, California  (December 29, 2025) — A predawn collision on Highway 99 near Taft Highway claimed the life of Jared Jon Harper, a 47-year-old Bakersfield resident, after he was struck by two separate vehicles while walking along the freeway, according to the California Highway Patrol and the Kern County Coroner’s Office.

Incident Details: The fatal incident occurred around 2:32 a.m. in the southbound lanes of Highway 99. CHP investigators reported that Harper was walking southbound in the No. 3 lane of the freeway when he was first struck by an unknown vehicle traveling in the same direction. The driver of that vehicle fled the scene, leaving Harper unresponsive in the roadway.

Moments later, a second vehicle,  a Honda traveling southbound in the same No. 3 lane, struck Harper as he lay in the roadway. CHP stated that the Honda driver was unable to avoid the collision. Emergency responders arrived shortly thereafter, but Harper had sustained severe injuries in the initial impact and was pronounced dead at the scene.

The Honda driver stopped and remained at the location, where he was contacted by emergency personnel and cooperated with authorities. The driver of the first vehicle involved has not been identified, and the investigation into the hit-and-run remains ongoing.

Investigation: The California Highway Patrol continues to investigate the circumstances surrounding the fatal collision. In cases involving pedestrians struck on freeways, investigators typically focus on how and why the pedestrian came to be in active travel lanes, as well as the sequence and timing of multiple impacts.

Investigators are expected to closely analyze physical evidence from the scene, including debris patterns, roadway markings, and the location where Harper was first struck and ultimately came to rest. These details are critical in determining the path of the unknown vehicle, the point of initial impact, and whether the driver had an opportunity to perceive and avoid the pedestrian before fleeing.

Given the early morning timing, the investigation will focus on visibility and lighting, including ambient light, headlights, and speed. Investigators might use surveillance footage, license plate data, or traffic camera footage to identify the hit-and-run vehicle. Authorities will also evaluate whether road design, lane configuration, or the absence of shoulders contributed to the danger. 

In cases involving multiple impacts, teams will analyze the timing of each effect to determine if subsequent collisions could have been prevented after the person was on the ground.

Legal Considerations: Pedestrian deaths on high-speed freeways are tragic and complex, especially with hit-and-run cases. California law requires drivers involved in injury or death collisions to stop, aid, and notify authorities. Fleeing can lead to severe criminal charges and hinder emergency responses.

Pending the investigation’s findings, the Harper family may consider pursuing a wrongful death claim to address funeral expenses, loss of companionship, and the emotional and financial toll left behind.
