Driver Killed After Crashing Into Stopped Tractor-Trailer on I-95 in Caroline County

Caroline County, VA (May 24, 2025) – A deadly crash on Interstate 95 southbound Saturday morning claimed the life of a driver who collided with a stopped tractor-trailer carrying biohazard medical waste, according to Virginia State Police.

Accident Details: The crash occurred around 9:15 a.m. at mile marker 108, approximately two miles south of the Ladysmith exit. Investigators say a black Subaru Outback was traveling at approximately 70 mph when it struck the rear of a parked tractor-trailer on the shoulder.

The tractor-trailer, operated by 54-year-old Larry Williams of New Jersey, had reportedly been stopped on the right shoulder for about 10 minutes prior to the crash.

The driver of the Subaru, whose identity has not yet been released, died from injuries at the scene, according to Caroline Fire & Rescue.

Legal Considerations: Virginia State Police confirmed that Williams will be charged with improper stopping, indicating the truck may not have been legally or safely positioned on the shoulder. Even though the car struck the parked truck, liability may fall on the truck driver or the trucking company if the stop violated safety laws or lacked adequate hazard precautions.

The victim’s family may have grounds to pursue a wrongful death claim based on the outcome of the investigation and the circumstances surrounding the truck’s location.

Ongoing Investigation: The crash closed the right and center southbound lanes of I-95 for several hours while crews cleared debris and investigators documented the scene. State police have not provided additional information about the driver’s identity or whether more charges may be filed.
