Investigation: The CHP is continuing to investigate the fatal pedestrian collision on Elkhorn Boulevard east of Hillside Boulevard in Foothill Farms. Investigators will work to determine how Dennis Dean Jr. Davis was struck, including where he was located in or near the roadway, the vehicle’s direction of travel, and whether visibility, speed, or driver inattention contributed to the crash.

The CHP may also review physical evidence from the scene, witness statements, and any available surveillance footage to establish a clear timeline and determine whether any traffic violations occurred.

Legal Considerations: Drivers in California have a duty to use reasonable care and remain alert for pedestrians, especially in areas where people may be walking near or along the roadway. If the investigation determines that the driver acted negligently by failing to maintain a proper lookout or driving too fast for conditions, civil liability may apply.
