Caltrans Worker Jose Mantecon Killed by Pickup Truck in Construction Zone in Buena Park

Buena Park, CA (March 21, 2025) – Jose Mantecon, an experienced Caltrans contract worker, was fatally struck by a pickup truck at a construction site on the westbound lanes of the 91 Freeway.

Accident Details: The collision occurred just before 4 a.m., according to the California Highway Patrol (CHP). Authorities report that a 22-year-old man driving a 2020 Dodge Ram pickup truck struck Mantecon, a Corona resident, while he was working on the freeway. Despite the driver’s attempts to perform CPR before paramedics arrived, Mantecon was transported to the hospital, where he was later pronounced deceased. Alcohol or drugs are not believed to have been involved.

Investigation and Legal Considerations: When a worker is killed in a construction zone, it’s essential to conduct a thorough investigation to determine all contributing factors and whether negligence was involved. In this case, several important questions arise:

Was the construction site adequately marked and equipped with adequate safety precautions? Highway construction zones require proper signage, barriers, and lighting to ensure worker and driver safety. If safety measures were lacking, the entity responsible for maintaining the worksite could be liable.

Was the driver fully attentive and observing construction zone regulations? While the driver reportedly remained at the scene and cooperated with authorities, further investigation is needed to assess whether speed, distraction, or other factors contributed to the crash.

Depending on the outcome of the investigation, Mantecon’s family may have grounds to file a wrongful death lawsuit. A wrongful death claim can help the family recover compensation for funeral expenses, lost income, and the emotional impact of their loss.

Call for Increased Safety Measures: In the wake of this tragedy, Jose’s wife, Carla, and her brother have become vocal advocates for increased safety measures and stricter penalties for violations in construction zones. Their commitment to preventing similar tragedies highlights the urgent need for heightened protections for California’s highway workers.

I extend my deepest condolences to Jose Mantecon’s family and friends. A GoFundMe account has been set up to help his wife and children.
