Roxboro, NC (March 4, 2025) — In a tragic incident, Jannie Lipscomb, a 77-year-old resident of Roxboro, lost her life, and a child suffered injuries in a crash involving a cement truck on Thursday afternoon. The driver was arrested at the scene.

Incident Overview: According to local law enforcement, the cement truck allegedly ran a red light at the intersection of Providence Road and collided with a passenger vehicle as it turned. Multiple eyewitnesses corroborated this account to the Roxboro Police Department. Medical personnel pronounced Lipscomb dead at the scene while emergency services transported the child to a nearby hospital for treatment. The extent of the child’s injuries is currently unavailable.

The cement truck, allegedly disregarding a red traffic signal at the intersection of Providence Road, collided with a passenger car as it was turning. Multiple eyewitnesses at the scene subsequently provided statements to the Roxboro Police Department, corroborating this account.

The cement truck driver, Marcus Smith, 43, is charged with misdemeanor death by motor vehicle and failure to stop at a red light.

Investigation and Legal Considerations: Accidents involving commercial vehicles, particularly large trucks like cement mixers, require a thorough investigation to determine liability. Authorities will assess whether the truck driver was speeding, distracted, or otherwise negligent or reckless. They or their employer may be liable. Investigators will also examine whether brake failure or improper vehicle maintenance contributed to the crash. The trucking company could also face legal responsibility if the truck was improperly loaded or the driver was overworked.

In this case, with the driver facing criminal charges, the Lipscomb family may have grounds for a wrongful death claim, while the injured child’s family may file a personal injury lawsuit for compensation for medical expenses and trauma.

My deepest sympathies go out to the Lipscomb family and friends. I wish the injured child a speedy and complete recovery.
