Jaea Chapman, 17, and Friend Killed in West Sacramento Hit-and-Run; Suspect Arrested

West Sacramento, CA (June 21, 2025) — A devastating hit-and-run crash on Jefferson Boulevard claimed the lives of 17-year-old Jaea Chapman and her friend Saturday night, prompting swift action from West Sacramento police, who later arrested 71-year-old David Alison Walker of Fair Oaks.

Incident Details: The collision occurred shortly after 9:00 p.m. near Jefferson Boulevard and Bevan Road. According to the West Sacramento Police Department, the two female victims were riding a bike as they traveled the rural stretch of road, reportedly as a shortcut to a relative’s home, when they were struck by a vehicle. Both were pronounced dead at the scene. 

Authorities identified Walker as the suspected driver and, with help from the Vacaville Police Department, arrested him the following day. He is currently facing charges in coordination with the Yolo County District Attorney’s Office.

Family members confirmed that one of the victims was a recent Natomas High School graduate, Jaea Chapman. Loved ones have begun setting up a roadside memorial at the scene, and community members have voiced frustration over the area’s lack of lighting, sidewalks, and ongoing issues with speeding.

Investigation and Legal Considerations: Leaving the scene of a fatal crash is a serious felony in California, and Walker could face charges for both vehicular manslaughter and felony hit-and-run. As authorities continue investigating, they will examine whether other factors contributed to the collision, including road conditions and road designs along Jefferson Boulevard. 

Depending on investigation findings, the Chapman family and the family of the unnamed young women victims may also pursue wrongful death claims, seeking compensation for emotional anguish, funeral expenses, and loss of companionship.
