Fresno County, CA (November 22, 2024) – On the evening of November 22, 2024, a fatal car crash on Highway 180 near Grantland Avenue in Fresno County resulted in the death of 44-year-old Pedro Garcia Velarde of Kerman. The collision also sent two 14-year-old passengers in Velarde’s vehicle to the hospital with minor injuries.
Accident Details: According to the California Highway Patrol (CHP), Velarde was driving a Kia Optima eastbound on Highway 180 with the teenagers when a westbound pickup truck driven by 56-year-old Santiago Lopez Lucas of Fresno crossed the center line. The vehicles collided head-on, causing catastrophic damage. Velarde succumbed to his injuries at the scene before first responders arrived. The two teenagers suffered minor injuries and were transported to the hospital.
CHP officers arrested Lucas at the scene under suspicion of driving under the influence, DUI causing death, and vehicular manslaughter while intoxicated. He was treated for minor injuries and subsequently taken into custody. Lucas posted a $97,000 bond on Sunday and was released from jail.
Legal Considerations: As a personal injury attorney, I find that several aspects of this case warrant further examination. Driving while impaired poses a grave risk to others on the road, as it severely diminishes a driver’s ability to make safe decisions and react appropriately to traffic conditions. This behavior constitutes a breach of the legal duty to drive responsibly and protect others from foreseeable harm, exposing impaired drivers to criminal and civil liability.
Wrongful Death and Civil Claims: The Velarde family may pursue a wrongful death lawsuit against Lucas, seeking compensation for funeral expenses, loss of financial support, and emotional damages. Additionally, the injured teenagers could file personal injury claims to cover medical costs and psychological trauma.
I offer my sincerest condolences to Pedro Garcia Velarde’s family and friends during this tragic time. I wish the injured teenagers a fast recovery.
