Luis Caballery Vélez Injured in Municipal Truck Accident in Cabo Rojo

Cabo Rojo, PR (August 27, 2025) – A 31-year-old municipal employee, Luis Caballery Vélez, was critically injured Wednesday while performing sanitation work in Cabo Rojo.

Accident Details: According to police, the crash occurred on highway PR-102 in the Carbonell extension. Caballery Vélez was caught between a Toyota Tacoma and an International 7000S truck owned by the municipality. The driver of the Toyota, identified as 73-year-old Aníbal Galileo Santiago of San Germán, was reportedly operating the vehicle with expired annual license fees. Caballery Vélez was transported in critical condition by paramedics to the Río Piedras Medical Center.

Investigation: Officers from the Mayagüez Patrol and Highway Division, along with prosecutor Diego Velázquez Fas, are leading the investigation. Authorities are reviewing the condition of the vehicles, licensing compliance, and roadway circumstances at the time of the crash.
